The foundation of Voeten and Leppens was laid about 60 years ago by the late Mr. H.C. Voeten and Mr. P.C. Leppens, Drik and Piet to their acquaintances. In both the Voeten family and the Leppens family, the profession of paving, was practiced for generations. After both having worked as skilled pavers for the Municipality of Muscat for several years, they took the plunge into entrepreneurship together in the early fifties.

Voeten and Leppens experienced growth in the 1950s, during which many paving works were carried out. This was especially for the Municipality of Muscat.
